Kleopatra: remove the .gpgsk backup for now

Description

If you use the subkey menu action "Copy Key to Smartcard" you are offered to make a backup during the process which creates a .gpgsk file. We have no import function for that format, see T6956. And it makes the description of the process quite difficult, too, as the option is in the same window as ~"keep local key" and ~"delete local key":

Therefore please make it possible to not show the backup option. We need to change the text in that "no show" case, too.
(Configuration instead of removal because we might bring it back when we have an import function or with another backup format).

Implemented and backported for VSD 3.4.

Whether "Create backup" is offered can be configured with the setting [Smartcard]OfferBackupOfSubkeyAfterCopyingSubkeyToCard. For Gpg4win and co. the setting defaults to false, i.e. you don't have to do anything to get the requested behavior.
